Copy and paste the assets folder from .minecraft to the mcp/jars dir then copy the libraries from .minecraft to mcp/jars Copy both Folders and just paste them there.

Copy and paste the Assets folder from .minecraft in to the jars dir in side the mcp folder. That should fix it.
The problem is Mojang pushed a texture update like thing and it changed the md5's of the files so yeah after forge is done installing copy and paste that like I said before.

X-ray that's not a texture pack uses block IDs but that type is not comparable with forge.
So the textural pack one makes all block but ores and water and pave clear with a outline so make it use the atucal texture of stone (get the stone texture from the stone block and use it.)

Away from PC but may be you can do some looking in the client side only files (because this is rendering) for the world as a Varible that is private and use it because forge makes all variables public on run.
Also where are you using this?

So you have little to no experience and want everyone to do everything for you, including the research? This isn't going to get you far.
I do not have much experience in modding myself yet, however, I have spent at least 100 hours pouring through websites/tutorials/github code/etc trying to figure out how to do the things I am wanting to do. When i get stuck, I ask a very specific question and post the code/work I have done to get to that point.
Do not expect others to do your job for you.
Finally, several of the things you mentioned are actually covered in the tutorials on this site.

Use a tickhandler/called every tick and use the effects code it uses to make the affect and then run it. P.S. this is a simple way of thinking its a bit more complicated like how to make it turn on or off.
