forge not creating mods folder when i try to launch server

i also took the map from minehut 

 

i also tried creating my own mods folder

i use the forge 1.16.5 installer and once its done i make a new document and put how much ram i want it to use then i save all files and name it run.bat i double click it and it starts creating things,

then it makes the eula to accept, then i run it again and it creates everything but mods

first i downloaded the installer from the forge website 1.16.5, then i made a new folder and installed the server in that file, and then i made run.bat file and put "java -Xmx4096M -Xms4096M -jar forgeserver.jar nogui PAUSE" (pause is on another line), then i renamed "minecraft_server.1.16.5.jar" into "forgeserver", then i started the server by launching the batch file i created, it worked fine but there was no mods folder

minecraft 1.16.5 requires java 8-15, you currently using java 16
downgrade your java to 8-15 and the problem should be fixed
