When ever I try to start my modded server it runs a vanilla one. I use the bat file to try and start the server but it keeps showing this

So I try to go to the 1.16.5 jar file and try to start the server and it gives me a vanilla one.

Then when I do try to connect to the server it disconnects me. Also the server is 1.16.5 and the modpack I am trying to run is Valhelsia 3.

Edit : When I try to run the forge jar file nothing pops up but it does take my cpu power and ram when it does run but it runs in the background instead of giving me a window or cmd prompt.

You're either using a 32 bit Java or you don't have 4 GB RAM.
Update your Java or lower the Xmx property in the run.bat
