Trying to start above and beyond server, not working.

When I try and use the forge-1.16.5-36.2.20.jar, it loads for a second then stops and nothing happens, when I use minecraft_server.1.16.5.jar the server launches but when anyone tries to join they get the error message 'incomplete set of tags, please contact server moderator'
I ran forge-1.16.5-36.2.20.jar in CMD to find the error message.
