Mods not showing up in Forge 1.16.5

im trying to install the Better Minecraft mod pack onto my Minecraft 1.16.5 Forge server but theyre not loading or showing up, when the server islaunching the mods dont even show up there, and when i try to join the server it just says "incomplete set of tags received from server" and im using the CurseForge launcher also got java 8, and the reason i know the mods are not loading is because the server launches way too fast and when i took off the mods from curseforge i was able to join

the mods are working in the CurseForge launcher but just not on the server

for example minecraft 1.21.8 code for the golden apple is

How to add my mob to another mod's biome in 1.20.1.

You can add mob spawns using Forge's Biome Modifiers feature. I won't go into details on how to use a data generator for them, but here's a simple example:
