Here is the Fix to your problem Took me 10minutes to figure out

 

First run the Forge before you use anything when it give you the error keep reading

\AppData\Roaming\.minecraft\libraries\org\scala-lang\scala-library\2.10.2

\AppData\Roaming\.minecraft\libraries\org\scala-lang\scala-compiler\2.10.2                                          also make sure you put it in side

 

 

Download both of the files

Put them inside the folder

and start up the game it will launch
