When I try to start the java installer for version 1.18.2-40.1.47 it tells me "Something went wrong while installing. <br/> Check log for more details:<br/> java.lang.NullPointer Exception

 

When I open the logs it says:
JVM info: Oracle Corporation - 1.8.0_321 - 25.321-b07
java.net.preferIPv4Stack=true
Found java version 1.8.0_321
 

I tried installing a different version of forge, and it doesn't work.
I updated java and it didn't change anything, i uninstalled java and installed it again, I restarted my pc, I reinstalled minecraft, I reinstalled windows

nothing changes

yeah I mean the forge installer, here is EVERYTHING that forge tells me.

an error message that says "Something went wrong while installing. <br/> Check log for more details:<br/> java.lang.NullPointer Exception"

an then the log says:
