The 1.18.2 forge server does not work. When im installing the files, i only have 4 files. The libraries folder, the run.bat, the run.sh and the user_jvm_args.txt. When i open the start.bat, it does not create the standard server folders and the eula.txt. it just shows the text from the run.bat file and says, that the user_jym_args.txt file cannot be found or load.

What did you mean by "the standard server folders"?
If you're looking for a .jar file to start the server, you need to use the run.bat file instead.

I am having the same challenge (with 1.19.2) but I'll articulate it differently. When I execute the run.bat file, I get "Error: Could not find or load main class @user_jvm_args.txt". File is present. I have opened it. This is what it shows: 

# Xmx and Xms set the maximum and minimum RAM usage, respectively.
# They can take any number, followed by an M or a G.
# M means Megabyte, G means Gigabyte.
# For example, to set the maximum to 3GB: -Xmx3G
# To set the minimum to 2.5GB: -Xms2500M

# A good default for a modded server is 4GB.
# Uncomment the next line to set it.
# -Xmx4G

I didn't change anything because I was going to keep it at 4GB. Any assistance would be appreciated!
