HI I'M NEW I CAN'T SEEM TO GET FORGE TO WORK UNLESS IT HAS THE META-INF FILE IN IT AND I WANT TO MOD

i did use the installer >

The installer doesn't remove the META-INF folder.

If it's gone, Forge WILL error uneless told not to.

There is no reason you should EVER edit your jar in 1.6+

Clean your versions folder, and re-run the installer.

If it still doesn't work, logs or it's a ban.

i know the installer doesn't remove the META-INF  but don't you have to remove it to put on mods

Seriously duded you don't have to do ANYTHING to the minecraft.jar If a mod tells you you have to then it is WRONG and the mod author is doing it WRONG.

i tried to leave it in and use a mod and minecraft crashed

Or the mod is a jar mod which we do not support. Seriously dude now many times/ways do I have to say this?

If you do ANYTHING to the minecraft.jar you're doing it wrong.

If you are ever even told to OPEN the minecraft.jar in winzip or something you're doing it wrong.
