FPS stuttering with good computer - doesn't happen to others

Right so I've made a modpack to play with some friends and it works well for them, which is great, but on my machine, (Ryzen 5 2600, 16GB RAM, GTX 1660 Super), the game drops to ~10fps momentarily every couple of seconds. Apart from that, it runs fine, with fps well over 100. I provide the pack with 8GB of memory allowance, just to be sure. The tickrate is at a stable 20. The CPU and GPU are not being fully utilized. It happens on any world I join, even completely new ones.  I run Java 17.0.1, Minecraft version 1.18.2, Forge 40.1.80.  I really don't even know how to start diagnosing the problem, and no-one seems to have the same problem online. I'm not exactly sure how to include a modlist, if that is required I will need some instruction. Anything else that is needed please ask!

Boilerplate:

If you don't post your logs/debug.log we can't help you. For curseforge you need to enable the forge debug.log in its minecraft settings. You should also post your crash report if you have one.

If there is no error in the log file and you don't have a crash report then post the launcher_log.txt from the minecraft folder. Again for curseforge this will be in your curseforge/minecraft/Install

Large files should be posted to a file sharing site like https://gist.github.com  You should also read the support forum sticky post.
