Is the Forge API backwards compatible?

Hello, I'm new to the forum so please guide me instead of attacking.

I'm a frequent Hypixel player, a server exclusively played on 1.8.9 - and I want to create a mod for it.

Not asking help for that forge version, but I do want to know whether I can just develop my mod against the latest 1.21 API and it would work on 1.8.9? am I forced to use the 1.8.9 API?

Merged your questions, you didn't really need to make 2 posts, considering they are the exact same question with 2 different subject lines.

You need to use the forge version for the MC version you wish to mod. There are so many differences between versions in the Minecraft codebase, especially at certain points, that Forge had to make compatibility breaking changes to keep up.

For some odd reason it created a second post after I just edited the title...
