No idea what is causing issues with the server but it seems to be producing a fair amount of lag.  We've got 6gb and our permsize is set to 256.  Normally I wouldn't post these things, and research the crap out of it to figure it out on my own but I'm completely at a loss.  No one seems to have a clear answer.

Sadly, 1.6.4 has hit end of support. Update to 1.7 if you wish us to help.

I sense world leaks in your log - remove mods and troubleshoot.
