Umm.. yes, yes it is, and it checks certain things to see if you fucked up your fml install.

I do Forge for free, however the servers to run it arn't free, so anything is appreciated.

So, can you provide some better direction on what's fucked up?  I ask because I have the same issue and all works well using build 303, however using build 318 the error comes up.  No other change than the Forge build.  Starting from default 1.3.2 client, added Forge build 318 (tried leaving the METAINF that comes in the forge universal and removing it to no effect). So it would seem that either something has changed that used to work for NEI and is now broken or something else is wrong.  In either case I think that if the fml install is messed up the build itself is messed up (which to be fair could be why build 303 is still the recommended 1.3.2 build).

Of course the only reason I'm trying to find something other than the 303 build is because 303 and Optifine U B4 do not appear to be playing well together (openGL issue causing the jvm to dump, no errors to the forge log or client log). Similar to the 303 - 318 change, the only change that occured there was the move from build 298 to build 303 which was done for other mod testing compatibility (an evil arms race between mod builders and forge releases if you ask me). I narrowed it down to optifine because I can run the client with the 303 build without issue. However, when I use the magic launcher to include optifine (all the other mods get picked up by forge without MagicLauncher) the game runs for a minute or 2 and crashes with something like the following:

So, a scan of chicken_bone's thread again tonight shows a new CodeChickenCore that fixes the forge error.  So that is sorted. And I've been playing with build 318 and Optifine loaded for >10 min now (previously it was crashing within a couple of minutes of start) so it seems that the 318 build clears up whatever openGL issue was occurring with that.
