[1.14.2] Is there a way to make a "Rotating" model per say?

I know mods have enables users to create models that rotate or move around on their own.

But how can I do this naturally? Like with a resource pack?

Im using Mr Crayfish's Model Creator, and I created this: (3D Stone Cutter) (Its a part of my "artistic 3D parts" pack.

I built the thing from scratch, and Im working on making the blade, but i want it to be a 3D blade... Not a texture.
so... what im curious about, is if I can make a STATIC texture, and STATIC blocks on here, but somehow add Rotation to the blade

 

Like is there a rotation class in JSON so i can rotate it around the center coordinate? By the way, the center coordinate of the blade's hinge is (7.5, 7.5, 7.5) 

 

Im willing to use a mod or tool to make this possible, but would prefer it available for vanilla minecraft

No this is not possible in vanilla minecraft.

You would need to make a mod to make this possible, or you can make it look animated with a texture.

Honestly, Im a JS and C# coder, not a java coder, so i think ill just stick to making some crappy sorta 3D sorta 2D animated models for now...
