minecraft server crashes with forge 3.3.8.164

I’m trying setup my own server and after I install fml 3.3.8.164 and run it, it gives me this crash report

Any answer on why its trying to access the windows dir.

 

Using:

 

Minecraft_server.jar

Forge 3.3.8.164

.. it sould never try unless you're running it from the windows dir, how are you running it?

It looks like the computer I'm using to host the lan server on (My wife and I play together )  is running Forge version 4.1 and the computer that keeps crashing is using version 4.0  could this be the cause?  I hope so...  Thanks for any help you guys can shoot our way.
