  8. I'm not sure which file you are downloading, what procedures you are following, or what tutorials you are following. Installing Forge is rather simple in my mind, download the installer for your desired version of Forge from the files page, run the installer, then open Minecraft and use the Forge launcher profile that the installer created for you.

  20. "I want what I want and nothing else" is not a good attitude to have. Many new modders fall into pitfalls perpetuated by mod tutorials made by other new modders, some of these issues snowball into bigger issues down the road while others just encourage bad programming habits. When someone tells you to fix these issues you should take the time to learn from the mistakes of those who came before you, even if it means admitting that the tutorial you've been following is wrong.
  21. Even if the world format is compatible you'd lose anything that has been added in 1.13 and 1.14, your best bet is to just be patient.
  22. Are you asking if you can run Minecraft 1.14 with Forge for 1.13 and mods for 1.12? Or just a world originally made in 1.14 and running it in 1.13? Note that this is already a "No" because 1.12 mods are incompatible with 1.13
