This usually means the jar file assosciation has been mucked up, try running Johann Löfflmann's JarFix utility once to fix it.

Why do you have Optifine and Fabric mods on a Forge Server?

Oh god that manual is old as balls. Nowadays the only supported installation method is with Forge's own installer. Installing Forge doesn't overwrite anything besides updating the Forge-named launcher profile (the launcher refers to them as "Installations"). Forge installs itself so the launcher sees it as if it was a version of Minecraft, so you just need to make your own installations and tell them which version of Minecraft (or Forge) to launch with.

If it's a mod you just drop the whole file in the mods folder. If it's a modpack, it depends on where the modpack is from, CurseForge modpacks need to be installed with either Twitch or Overwolf.

You would normally use Overwolf to search for the pack, or “create custom pack” and click the import button.

Are you talking about a mod or a modpack? If it's a zip it sounds like you're trying to install the Minecolonies modpack which needs to be installed via Twitch, Overwolf, or some other program that accesses CurseForge's API to work properly.

It's not .tom1 it's .toml as for debug.log, read the "Logs" section of my signature below

In the future please provide debug.log as it has more detail. Delete C:\Users\imfro\AppData\Roaming\.minecraft\config\fml.toml and try again.
