You can't use Java 15 with Forge right now, Forge needs a component of Java that was retired in 15. Use Java 8 HotSpot (64 Bit) for full compatibility (Forge should work on anything between 8-14 but 8 is the target because it's what Mojang ships with the client).

Was your launcher open during the installation? If so, restart it.

Use 1.16.4, it's the version of Forge that provides the javafml loader, version 35.

Delete C:\Users\KeazerG\AppData\Roaming\.minecraft\config\fml.toml it's a corrupted config file.

You should be using the Gradle wrapper that the MDK comes with and it sounds like you set JAVA_HOME to a JDK7 install instead of JDK8

Make sure you have Java installed. If you already have Java installed try JarFix

To my knowledge Pixelmon is still on 1.12.2, and is a mod that has to be on both sides (client and server), if you're trying to join 1.16.3 servers with 1.12.2 that's not going to work.

Yes... that is not our concern. We don't provide support for 1.12.2, the fact you have things tied to it does not change that. If you want support, update. If you want to stay on 1.12.2, you're on your own.
