We do not have control over what bugs Mojang wants to fix - if it's critical enough and affects modded minecraft very severely then we'll consider. But for now, no.

If you are aware that 1208 is not the latest, then why do you not use the latest? If you want to do funny things in an arcane way and forge breaks because of it, then we can't help you.

Ask your host. Some hosts provide an auto-install forge button, some don't. They're the best people to speak to.

Well, if you don't have internet access, you wouldn't be able to access files.minecraftforge.net anyway... Consider setting up an internal maven repository: http://maven.apache.org/repository-management.html
