Forge likes to keep patches small. Just my personal opinion, but I think you'll just be thrown out the front door. Lex has stated repeatedly he does not like to screw around with vanilla stuff unless absolutely necessary. Is there a good reason for why you want these to be done?

Run the installer's "install server" feature locally on your computer, then transfer the files it generates to your server. Alternatively you can open a terminal and run java -jar installer.jar --installServer .

Configuring ports is the same as the vanilla minecraft server, it can be changed in the server.properties file. No, Forge does not use any other ports beyond what you specify.
