If you people are really having a problem (yes mac users i'm looking at you) just grab http://files.minecraftforge.net/fmllibs/fml_libs15.zip for > 1.5 or http://files.minecraftforge.net/fmllibs/fml_libs.zip for < 1.4.7

If you're attempting to install forge on any technic launcher pack (not like you should), install it to modpack.jar in /bin, NOT minecraft.jar.

Update forge.
