It is the same issue - so maybe the forge installation is broken, or it is some kind of issue with the Launcher Reinstall Forge or try other builds of it - or make a test with another Launcher like MultiMC or AT Launcher

Are you sure you are using the server pack? Oculus is a client-side-only mod and does not work on a server
