I have no idea - make a test just with forge - if this works add the mods one by one or in groups Or use a pre-configured modpack as working base and add some new mods

Are you operator? Did you try /check_haki now or /check_haki threshold Do other commands work? Like /mineminenomi hakiexp Or commands from other mods/plugins and vanilla?
