    First off, what version are you downloading?
    Second, are you sure you're downloading the installer?
    And finally, are you running it with Java?

    Some zip managers {and in your case I guess  notepad?} like to take control of the .jar file extension away from Java.
    Make sure you have Java installed and try running Jarfix once, then try the installer again.

    I do Forge for free, however the servers to run it arn't free, so anything is appreciated.
