When I hover over the line, eclipse says that the constructer BlockItem(Block, Item) is not defined

the constructor requires a Block and Item.Properties, and not a Block and a Item

Also Luis_ST so it is

instead?

Because it's more of an in-between and half completed version of latest (1.18)

Because it's stable. 1.17 was a very short lived version, 1.16 was around longer and is a middle point between the previous LTS (1.14) and the current.
