When I try to turn it on with Java 17 installed, it doesn't work and I can't open any forge files using any other java version.

Please post the server log. If there isn't any, look at this:

I can't even open forge installer unless i have java 17 but server doesn't turn on, it creates log that says

When I try to turn on the server with java 8, it doesn't even create logs and the installer doesn't work either.

Maybe I am downloading java from the wrong source (I downloaded it from the oracle website), can you post a link to download java 8?

A friend of mine also tried to turn on forge 1.16.5 server and it works just like it does on my computer.

Ok, I solved this problem. If any version of java was installed on your device and you did not uninstall it from the Apps & Features section, but only deleted the java folder from the program files, java will stop working properly.
