The cursor (i guess you mean the crosshair) is a IGuiOverlay, you can disable it via canceling the RenderGuiOverlayEvent.Pre for VanillaGuiOverlay#CROSSHAIR.

Then create your own IGuiOverlay and render there you're custom crosshair, you can move/modify it there in the way you want.
You can take a look at ForgeGui#renderCrosshair as an example how to render a crosshair.
