When the user right-clicks with the staff, set a flag to false. Then start a Timer which sets that flag back to true. The user may only use the staff when the flag is set to true. Additionally I'd render some kind of update, for example the staff is slightly illuminated when usable.

When i used Timer, i had the problem that u can only run the task once. u have to create a new one. so that was a problem for me, that why i used ScheduledThreadPoolExecutor

Its long ago.. maybe i did something wrong in the past... but just wanted to mention it.

 

(A Staff that calls a meteor, that explodes like a creeper, which can be only used once every 1 minute. Challenge accepted!)

Use NBT data.  Set an integer to 1200 and then onUpdate subtract 1 from it.

 

Timers will keep running while Minecraft is paused.
