this question might seem a little dull but what do i have to do exactly after i downloaded forge do i need to extract use client or create server and how do i add mods i'm new to this and can't find the topic that helps me out have been looking for an hour now

This should make it easy for you. After you install it and run it, click where it says Mods near the top, then click Minecraft.

This will allow you to install premade modpacks, or you can use "Create Custom Profile" to create your own modpack.

Makes it much easier, and will make sure you don't download mods from a fishy site.

Or if you dont want to use Twitch, just run the Forge installer from our site. Run install client for running client side/single player. And put mods from curse in the mods folder.

I do Forge for free, however the servers to run it arn't free, so anything is appreciated.

so after i download i run it on client (what is the difference between the client and create server?)  
and now i have to wait for the 1.13  right?

You don’t have to wait for Forge 1.13
