Exactly what the title implies. It would be handy for API's to have this because they can just take a 16x16 item/ore texture and add it to a central texture file that isn't terrain.png.

Or you can edit the texture in memory yourself? 

Or, you know.. you could use it as is.

Its fairly expandable and designed to work with other textures.
