That's not how it works. Get the Twitch client and use it to make your pack.

Unless you're doing weird things when you start the launcher you should only install Forge to the default .minecraft location

Forge is not designed to work on OpenJ9, and I'm not sure it's compatible with Java 14

You should only ever install Forge to .minecraft, as that is where the Launcher looks for versions
