Do not download the file labelled "launcher", it's useless unless it is properly set up by the installer. -

This is an Optifine issue, not a Forge issue. Forge is open source, Optifine is not.

Your computer is using Oracle over OpenJDK, uninstall Oracle Java -

Sounds like you've somehow set Notepad to open Jar files. If you have Java installed, try running JarFix to correct the issue

Shaders are an Optifine thing. Forge is open source while Optifine is not. It is on Optifine to fix. -

That's terrible, and I mean the app. That app has stolen the .jar file extension from Java, run JarFix to fix the issue.

I recommend getting Java 8 HotSpot from https://adoptopenjdk.net Your issue appears to be that your JRE is missing a certificate to authenticate the Forge server so the installer won't accept the file from it, the above website provides OpenJDK versions that are known to have the correct certificate -

This feature was left out of the rewrite that took place in 1.13 because the "Installations" feature of the Minecraft Launcher is infinitely superior
