Are you just typing the name of the file and pressing enter or are you running it with java -jar <filename>?

Unfortunately Lucky Blocks does provide their mod as a zip. Where did you download the mod from? Can you provide logs?

Where did you get the idea that Forge was incompatible with versions past 8u111? Forge for 1.12.2 and earlier require Java 8 specifically, but should work with any update within Java 8. Forge for 1.13.2, to my knowledge, only works with Java 8 or 10, not 9.

Translation warnings can only be fixed by providing translation files, and unless you see translation keys in game you shouldn't need to worry.

Please run the jar from the command line and tell me what it says. (More info in my signature below)
