Where are you getting your mods?

Forge does not provide support for any of these projects that attempt to merge Forge with Bukkit, if you want support for this mess, go to the ones trying to make it work.

When you say it turns into a json file do you mean the file ends in .json? Or are you assuming this based on the icon?

You mean the mod that is breaking here and is plainly designed for 1.12.2?

The question is more why 1.12.1 and not 1.12.2?

What? What do you mean Forge turns into a json file? Where are you downloading Forge from? Please give a URL.

Ok, first try updating Forge.

Is this a pre-made pack or are you making your own? Your Forge version is heavily out of date, but if it's a pre-made pack it's best to keep the versions consistent.

How are you starting the server?

Update Java

It will be wherever you ran the installer, with the same name as the installer but with .log on the end
