I think I know what happened, you tried the windows installer and it errored, so you read somewhere to run the "universal installer". Problem here is -universal is not an installer, it's the server itself. For the universal installer you want the one that just says "installer" rather than "Windows Installer".

There is nothing Forge can do about this besides paying Google an enormous amount of money, which is obviously not going to happen. As long as you downloaded it from the right place (http://files.minecraftforge.net) go to your downloads page (Ctrl +J) and you should have an option to keep the "dangerous" file.

Forge for 1.12.2 and earlier only works with Java 8.

Try updating your mods to the most recent versions.

I don’t know what hosting provider you’re using so I can’t say I’m an expert with their services. If they’re even half decent they’ll have a space for you to set up FTP access which I would recommend over any web upload tool.

Is that the old universal launcher? Forge only works in the newer native launchers.

You're confusing Launcher Profiles with versions. Go into settings and select a Launcher Profile, you will be able to select what version that profile uses.

Oh darn, still no debug.log in 1.13.2? It sounds like an issue with attained drops not implementing/overriding a method they should be.
