Did you completely skip over the "logs" folder?

Is this from an IDE or are you running commands in a terminal?

So I just checked a download with Firefox and this appears to be due to Firefox not being clear when it blocks a download, leaving the file at 0kb rather than not making the file at all.

You could at least tell us which version you have this issue with...

Where are they saying 0kb? In your browser's download manager or in your file explorer?

What about this is confusing you, the existence of a sources jar? The jar without the sources qualifier is the one that people will need to put in their mods folder to install your mod. As for distribution, most mods these days are distributed through CurseForge, though some developers are committed to only distributing their mod through their own website.

Forge for 1.12.2 and earlier only work with Java 8. Forge for 1.13.2 works with 8 or 10. ALL active Forge versions MUST be compatible with 8 because that is the version that Mojang currently ships with their launcher.

Where are you looking for Java? I see 8 as still available. https://www.java.com/en/download/manual.jsp

How did you install Forge? How are you starting the server?
