Are you operator? Did you try /check_haki now or /check_haki threshold Do other commands work? Like /mineminenomi hakiexp Or commands from other mods/plugins and vanilla?

Use a custom Launcher like FTB App, MultiMC or AT Launcher and create a modpack with it Or install a pre-configured modpack with it and use it as working base
