I have set the pivot point of the head in blockbench and when I export it as java class and add animations and run the entity heads pivot point seems to be at the bottom of the legs, how do i fix this?

Looks like you specified the y position of the head as -22.0F. Try changing it to -8, that should put the pivot at the bottom of the head.

Why did you not test a few other values? You know that the value must be larger than -22 and smaller than -8.
Start with the center (-15). If the head is too far away the value is to larger (in negative direction), if the head is to close the value is to small (in negative direction).

i changed the y value to -4.0f and its right at the pivot point and i changed the y offset value to -18 which is on top of the neck and it worked! thanks so much
