Vanilla and Forge both use the system, however some generators that vanilla doesn't use need to be written (i.e. some things they already did manually ages ago so they didn't bother writing a generator)

Better Portals is broken, make sure you have the latest versions, if so report the issue to the author

If you remove Skyblock addons do you still have the issue?

I always advise against modifying the files manually unless you know what you're doing. How are you trying to change the Forge version and how can you tell it hasn't?

What are the contents of your run.bat file?

Is this with JUST Forge or are there other mods present?

Make sure you followed all the installation instructions for your mods, I think you're missing one.
