You're probably looking at the Profile/Installation list, Forge only creates one Profile and I think it's turning into <Unnamed Configuration> at the moment. Forge installs itself as a version of Minecraft so if you make a new Profile you should see Forge in the Minecraft Versions dropdown.

Are you using the exact same mod files between versions? This isn't going to work, mods are only compatible with the Minecraft version they are designed for.
