Have you made sure your language is set to English (GB)? Because the default and fallback are English (US), which you don't appear to have a lang for.

What do you mean it "won't down load Forge"? Do you mean it won't download the installer? Do you mean the installer fails every time?

Is the pack.mcmeta file showing in eclipse's file manager?

On my end it finds the pack.mcmeta just fine. What IDE are you using? Have you tried running the clean task and then the build task again?

This is not directly related to your issue, of course, but your repo is set up incorrectly. Your repo's root should be in the same directory as the build.gradle and the .gitignore that the MDK provides.

It should be in the config folder Edit: fml.toml is also a Forge Config File (FML is a component of Forge)

A couple of your mods do not appear to be from official sources, please read my signature for more info on why this is a bad thing. Your principle issue however appears to be an incredibly slow server, which could be caused by a number of things from poorly made mods to inadequate hardware.

I don't understand why people whine about FPS not being in the triple digits, 30FPS is perfectly playable. Also unless you're using a proper profiling utility or something, the Forge team aren't going to take you seriously if you're just using F3
