Is this with Forge's MDK or are you contributing to an existing mod? -
You appear to be missing a library. Did you use the Forge installer or are you using a server host that handles installation for you?

When i say "if you use your bat file" I mean if you double click the bat file to run the server, otherwise you're using CMD directly anyway

None, you need to tell CMD to look where the file already is. Edit: Or if you use your .bat file it will automatically be searching the folder that the .bat file is in

When you updated Optifine did you check that you have the compatible Forge version? Diesieben's message was more complex than just "Update Optifine".

The mb there is where it is referenced... this is why Mod IDs should NOT be 2 or 3 letters. I had to check below that...

Magic Books appears to be trying to access a server-only library. Edit: Evidently this project has been deleted and replaced with MagicBooks2, which has a fix for this bug.

If you are hosting the server on your own PC you should be using "localhost" as the server IP, rather than your public IP
