Lex, highly likely it's a mod using the CI/jenkins services Overmind offers. But yes, DepLoader is configured incorrectly. Find out which mod is it and make a bug report to the author.

We use (mainly) default smf themes/etc. This is a forum - use bbcode.

Had to say this (I know I'm not Lex but whatever) Forge is an open source project and accepts PRs. If you want to suggest something/complain about a Forge feature, and YOU are in a position to fix it (know enough java, etc), please make a pull request to github. Please bear in mind the contributor guidelines (4spaces instead of tabs, braces on newlines, etc). Preferably, include an example mod as a part of the PR that demonstrates your proposed hook. Ideally join the Forge Discord server and chat with the Triage team who will walk you through the whole process. If you're unable or unwilling to create a PR, feel free to make a post here, but please bear in mind that your suggestion will go through the usual process either way, which may involve rejection.

Both the fault of the modder and a Java limitation. As the old version of the file is put on the class path and not easily deleted, it is therefore near impossible for modders to clear old dependencies before downloading the new ones. Modders, there's a reason why FML removed dep downloading, its bad! Extract from/shade your dependencies into your mod jar!
