Forge's installer is designed with the Native launcher in mind, the jar launcher hasn't been updated or supported in ages.

If you use capabilities correctly Forge should handle that for you

They are the only versions we provide support for, other versions should still work but we won't provide assistance if they break

This is 1.12.2, we don't support 1.12.2 anymore. If you have this issue with one of the support versions (currently 1.14.4 and 1.15.2) please provide a debug.log from one of those versions
