Have you tried uninstalling every single version of Java and then reinstalling, or were you reinstalling one at a time?

I think I see the issue, your computer is trying to launch the installer as an applet rather than a full-fledged program. Run this once and try again.

If it changes we'll need new units which will spawn another debate, as mB (or milli-buckets) is inherently a metric measure and is by definition, 1/1000th of a bucket (which itself is a full cubic meter of fluid because Minecraft).

There is no exe in the installer and it should not be extracted. Please provide screenshots.

Your Mod ID is in fact the problem if it is "Help"... in case you didn't notice mods ids can't contain capital letters as they are not between a-z or 0-9

Really old Minecraft versions are no longer supported on this forum. Please update to a modern version of Minecraft to receive support.

We currently provide user support for 1.14.4 and 1.15.2 versions of Forge, other versions should work (personally when I've seen people ask for help with them the answer is usually user error staring them in the face) but we won't provide assistance if they break. Mods should only ever be installed by putting the jar file in the mods folder (inside .minecraft, look it up on the Minecraft wiki), if a mod tells you it needs anything more than that (barring putting other mods in the mods folder), be very suspicious.
