If you have a Forge-compatible version of Optifine it's as simple as putting Optifine in your mods folder.

Stop it with the text formatting and please try to speak proper English as best you can, I'm having trouble understanding you. It sounds like you're expecting Forge to install a launcher when all it does is install Forge in a way that Mojang's launcher sees Forge as if it was a Minecraft version.

It sounds like you're looking at the installation list rather than the version list. Try making a new installation and selecting Forge from the Minecraft Version dropdown.

You misunderstand how the system works, both Forge and Optifine (in its standalone form) install as if they were Minecraft versions. To run Forge with Optifine simply install Forge and select it as your desired Minecraft version, then put a Forge-compatible version of Optifine in your mods folder. Note: The existence of a Forge-compatible version of Optifine for your desired Minecraft version is not guaranteed.

This is essentially calling the doctor's office and telling them you're hurting. Please provide the debug.log using one of the paste sites listed in my signature below. (More details on debug.log also in my signature)

From the looks, nothing that you're doing in your block's constructor should be there, also why are you registering your block to receive events?
