That is a vanilla log that doesn't have much information, what is preventing you from sharing your debug.log?

Do they not appear? Are they blank? Can you not upload them? What?

Please stop bumping your thread only an hour after your last bump, everyone wants their issue solved and everyone says they're desperate or it's urgent, you're not going to die if your issue goes unresolved. This isn't exactly what I mean with the GitHub mention in my signature but alright. I don't see a hard crash here, when you say "crash" is it closing and the launcher comes up to say the game crashed or does it just freeze and you use Task Manager to kill it?

What do you mean "the .minecraft logs don't work"? Take a look at the "Logs" section of my signature and see if you understand those instructions better.

Forge for 1.13.X does not have a release yet and unscrupulous websites will say anything to get you to click their download button and/or look at their ads. At this time (1/24/19) there are test builds for 1.13 available in a non-standard location on the files site , however these are TEST builds, though we invite you to report bugs you find in these builds please back up your worlds beforehand and try to do some research before reporting bugs, try to be informative about what you were doing when the bug occurred without telling a story, and PLEASE include logs, especially if it is a crash bug.

What do you mean by "java won't even install"? Does the installer just not show up?

Does Forge not launch or are you panicking because you don't see the jar file? I need to read slower, from your log I don't see anything unusual other than the abrupt end, sadly.

Where are you getting your mods?

Looking at my own installation, awt.dll is from the JRE itself. Note: Mojang ship their JRE with the game as a bundle of files and don't properly install it on your system.

You launch the Forge jar and it handles (nearly)everything else.

Have you made sure the configs are identical as well?

How are you starting the server?

Because Forge is the one creating that screen we can assume you have it installed, so the question isn't "What's missing?" the question is "Do you have the right version of Forge?"
