If you're referring to a modpack file from Curse, simply putting it in the mods folder doesn't work as it doesn't have the mods in it, it has a manifest pointing to where they are on Curse's servers instead.
Forge still has to do work even without any mods installed.
Arguments about efficiency are rarely fruitful, a few extra seconds of loading for hours of extra content shouldn't be a dealbreaker.
Installing Optifine through their installer doesn't touch the mods folder, it also doesn't install Optifine in a way that Forge would recognize.
The presence of Optifine in your mods folder has nothing to do with the Optifine installer and everything to do with you putting it there.
Interesting, this has two errors in it, the one involving Mekanism and one involving Dank Storage requiring mixin to be installed.
Evidently MixinBootstrap is a popular way of getting Mixin running at this time.
That's not the right file, the installer log will be in the same folder as the installer, either with the installer's name with .log on the end or simply called "installer.log"
